While Commissioner Cavoukian developed Privacy by Design in the 1990’s, she renewed her commitment to advance the concept, and ensure the future of privacy, upon her re-appointment in 2009. Privacy professionals and thought-leaders from a variety of disciplines, have responded speaking in support of her campaign to make privacy the default in technology, business practices and physical infrastructure.
In recognition of their expert knowledge and consistent support of the Commissioner’s concept of Privacy by Design, the following people have been recognized as Individual PbD Ambassadors.

Jean-Pierre Seifert studied computer science and mathematics at Johann-Wolfgang-Goethe-University at Frankfurt/Main. Here he received his PhD in the year 2000 with Prof. Dr. Claus Schnorr, one of the most important theoretician in the field of secure information systems. Afterwards Seifert gained intensive practical experience working in the research and development departments for hardware Security at Infineon, Munich and Intel, USA. At Intel, USA (2004 – 2006), Prof. Seifert has been responsible for the design and integration of new CPU security instructions for micro processors that are going to be integrated in all Intel micro processors. From 2007 – 2008 he developed for Samsung Electronics the worldwide first commercial secure cell-phone based on the Linux operating system. Since the end of 2008 Jean-Pierre Seifert has been Professor heading the group “Security in Telecommunications” at TU Berlin. This professorship is at the same time related with the management of the identically-named research field at Deutsche Telekom Laboratories, the research and development institute of Deutsche Telekom at TU Berlin. In 2002 Prof. Seifert has been honoured by Infineon with the award “Inventor of the Year” and has received as well two Intel Achievement Awards in 2005 for his new CPU security instructions for the Intel micro processors. Approx. 40 patents have been granted to Prof. Seifert in the field of computer security.

Mr. Shepherd is President and owner of InterContinental Consulting Teams, Inc. (ICCT Corp) which is chartered to provide cross-industry project management consulting services, whose current clients support the United States critical infrastructure. Christopher has over 26 years of experience throughout a variety of industries, with the last ten years specializing in the electric generation/transmission/distribution sector. Mr. Shepherd has served in senior leadership roles providing program and project management, operations management, procurement and vendor management for federal regulatory compliance, radio system engineering and infrastructure design, and online banking enterprise solutions. Prior experience includes 16 years in banking operations where customer privacy and confidentiality are of paramount concern.
Maintaining privacy and confidentiality for the clients of ICCT Corp includes ensuring their own commercial and residential (retail) customers are protected. These core values are foundational to the company’s business practices. U.S. federal regulatory compliance dictates ensuring all project related activities maintain a very high standard of confidentiality of corporate critical infrastructure information, as well as ensuring privacy for residential components for the work being performed.
Mr. Shepherd has managed projects which include electric utility cyber and physical security for generation plants (thermal, hydro, transmission substations), compliance for North American Electric Reliability Corporation (NERC Critical Infrastructure Protection (CIP), and managing company FCC mandated narrow banding retrofit efforts for land mobile radios (LMR).
Mr. Shepherd is an active Voting Member and Task Force participant for the review and revision of several federal electric industry guidelines managed under NERC, and served as a founding Executive Board Member for Oregon InfraGard, an FBI/private sector consortium for ensuring interdependency protection of critical infrastructure industry participants. Christopher has published articles on physical and information security for electric utilities and maintains good standing as a conference speaker. He also provides pro bono project management services for non-profit companies supporting the private sector, as well as industry.
Born in Halifax, England, he immigrated to Alberta, Canada and to the United States in 1969. Christopher received a traditional education at the University of Washington before commencing graduate studies at the Portland State University, in Oregon. Christopher graduated with a degree in Business, with a double concentration in Operations Management and Quantitative Methods (now known as Computer Science.) Mr. Shepherd has started and operated several companies prior to starting ICCT Corp in 2001, including expanding the first filtered Internet Service Provider in the United States in the late 1990’s.

Carrot Not Stick: Leading the Way to a Privacy Culture (Madrid, 2009)
Marie Shroff was appointed to the independent statutory position of Privacy Commissioner in late 2003. Her responsibilities include independent comment on significant personal information policies and issues, providing opinions on privacy complaints made against government and business, monitoring government data matching and promoting good personal information handling practices in New Zealand.
From 1987 – 2003 Marie Shroff held the position of Secretary of the Cabinet and Clerk of the Executive Council. As Secretary/Clerk she was responsible for the operation of Cabinet, the Executive Council, and Government House, and for related constitutional advice. Throughout her 16 years as Secretary of the Cabinet she undertook and implemented major reforms of policy and practices in these areas of responsibility.
Marie Shroff was responsible for guiding the Cabinet Office and Government House through the transition from a first past the post electoral system to proportional representation and coalition government in New Zealand. As Secretary/Clerk she worked with four Governors-General, six Prime Ministers, and governments of various parties.
Earlier in her career Marie Shroff worked in foreign affairs, teaching, journalism and the public service. From 1986 to 1987 she led an official group managing the corporatisation of nine major state agencies in New Zealand. From 1980 – 82 she was seconded to the UK Cabinet Office.
Marie Shroff has published speeches and articles on government and constitutional issues, and on privacy issues. She was awarded an Australia/New Zealand Foundation Fellowship in 1995 and a Chevening Fellowship in 2002, and is a member of the Board of the Equal Opportunities Trust. Marie served as New Zealand representative on the Board of Directors of the Commonwealth Association for Public Administration and Management (CAPAM) from August 2005 to June 2009.
She was awarded a CVO in 1995 and a CNZM in January 2004.

Art Smith is President, Chief Executive Officer and Founder of GS1 Canada, a member of GS1, the world’s leading supply chain standards organization.
Prior to forming GS1 Canada’s forerunner, the Electronic Commerce Council of Canada, in 1997 Mr. Smith had an impressive track record in the Canadian retail industry, making significant contributions to Hudson’s Bay Company, Dylex Limited, and BiWay. Throughout his career, he successfully applied his expertise with leading-edge technology, implementing the first online retail loyalty program in North America (Club Z), developing global classification schema and launching the first home shopping pilot in North America.
Mr. Smith has taken a leadership role in several Canadian supply chain initiatives. He currently serves on various boards and steering committees of supply chain initiatives for grocery (Efficient Consumer Response), foodservice (Efficient Foodservice Response), healthcare (Efficient Healthcare Response), general merchandise (Voluntary Interindustry Commerce Solutions Association), and pharmacy (Efficient Consumer Response for the Pharmacy Supply Chain).
He also represents Canada on several international standards boards and advisory committees involved with global standards shaping the future of the retail supply chain, including:

Biometrics for National ID Schemes: Risks and opportunities (Madrid, 2009)
Max Snijder is one of the leading independent biometrics experts in Europe. His practical experience and integrated approach has lead to an overall view on the biometrics and ID-management business. This includes strategic aspects of biometrics deployments (like costs/benefits, risk analysis and business models), as well as issues on functional requirements, use cases and processes. In the field of testing and certification of biometric equipment and systems he plays an important role in establishing European capabilities for testing and certification of biometric components and systems.
After a career as entrepreneur in the not-for-profit sector, Max Snijder became one of the pioneers of biometrics in the Netherlands. After several years of extensive experience with numerous biometric projects like Privium at Schiphol Airport, he founded the European Biometrics Group in 2004 with the purpose of bringing together the fragmented knowledge and experience in the field of biometrics. His network of experts cover all relevant areas of biometrics, from strategic to operational, from legal to technical.
As an expert himself he is involved in several projects and consortia, ranging from passports and visa to large scale watch list applications and Registered Traveler Programs. For the European Commission he contributed to a study on the feasibility of a European Registered Traveler Program.
Today, Max Snijder is involved in the key areas of the biometrics business. On a European level he is involved in numerous workshops, committees and expert groups. As an independent consultant he is frequently being hired to review, supervise and monitor projects that involve biometrics. He works for several European member states’ governments on passports, AFIS and visa projects.
Max Snijder is a member of several high level bodies, like the Consortium on Security and Technology of the EastWest Institute, The Porvoo Group, the CEN Working Group on Integrated Border Management, CEN Biometric Focus Group. He is a Founding Member of the IFIP Working Group on Identity Management and member of the ePractice Working Group on eID. In 2008 he joined ThinkTrust, a European Think Tank on “Investigating Security, Dependability, Trust, Privacy and Identity from ICT and social perspectives” (www.think-trust.eu), funded by the European Commission. He is a member of the industrial committee of the STORK Project (www.eid-stork.eu/).
Max Snijder is frequently invited to act at conferences, seminars, workshops and expert meetings, such as the Security Defense Agenda, Irish Council for BioEthics, the Dutch Innovation Platform, ESRIF, World eID, Biometrics 2006, Homeland Security Europe 2006/2007, Fraud Europe 2007, Fraud World 2008, Advanced eID Systems Europe 2007, the Global Biometrics Summit 2006, A Fine Balance (www.petsfinebalance.com), IDWorld and many others. He was the first biometrics expert to give a lecture at the Center of Excellence–Defence Against Terrorism (CoE-DAT) of the NATO in Ankara.
As CEO of the European Biometrics Forum, he is chairman of the International Biometrics Advisory Council and the annual European Biometrics Seminar. For the MTIT Project (www.mtitproject.com), the EC funded project on interoperability of fingerprint templates, Max Snijder was responsible for the day to day project management. He is coordinator and program manager of BioTesting Europe, a pan-European project on testing and certification of biometric components and systems (www.biotestingeurope.eu). For the EC JRC/IPTS he produced the report ‘Security and Privacy in Large Scale Biometric Systems’ (download from www.eubiometricsforum.com). In early 2009 he successfully acquired European funding to establish Europe’s largest thematic network under the ICT-PSP Program. The network, consisting of government representatives, leading experts, research institutes and industry representatives will be officially launched later this year.
The European Biometrics Group is a network of experienced consultants who provide professional services to governments and industry. The services range from training, education, testing and evaluating to project management, program management and technical support.
With a broad knowledge about the market for biometric technologies and applications, he is increasingly involved in the business aspects of biometrics, meaning creating and assessing business plans, providing strategic business consultancy to industrial players and venture capitalists and accompanying mergers and acquisitions.

As head of HP’s privacy and data protection efforts worldwide, Scott Taylor is responsible for global privacy strategy, policy, governance, and operations. In this role, he is a member of HP’s Ethics & Compliance Council, Global Citizenship Committee, and chairs HP’s Privacy & Data Protection Governance Board. Taylor and his team work with HP business groups, regions and corporate functions to assure the implementation of HP’s privacy policies and programs and integrate privacy into product and services development across the company.
He serves as HP’s global representative with external policy makers, media, NGOs and customers in the area of privacy and data protection. Taylor serves on the Board of Directors for The Business Forum for Consumer Privacy, as the Chairman of the Executive Council at The Center for Information Policy Leadership, and on the Board of Directors for the Council of Better Business Bureaus.
Taylor has been with HP for 22 years. Previously he led HP’s global Internet program, part of the Global Operations Organization. In that role, he and his team handled Internet strategy, customer experience, e-business policies, standards, worldwide site management, and operations. Taylor led the team that launched HP’s Internet presence in 1994 and managed it for 12 years. Prior to that, Taylor was responsible for HP’s direct marketing function, part of the Corporate Marketing & International Services Organization.

Dr. Omer Tene is a legal consultant admitted to practice in Israel and New York and an Associate Professor at the College of Management School of Law, Rishon Le Zion, Israel. He was appointed by the Minister of Justice as Member of the National Privacy Protection Council. He consults the Israeli government, data protection authority and private sector businesses on privacy, data protection and law and technology issues. He is a graduate of the JSD and LL.M. programs at NYU School of Law and received an MBA degree from INSEAD as well as LL.M. and LL.B. degrees from Tel Aviv University. Omer Tene was an associate at the New York office of Debevoise & Plimpton and at the Paris office of Fried Frank and a Senior Research Fellow at the British Institute of International and Comparative Law in London, where he directed the Data Protection Group.

Mr. Thompson has held the position of Principal Deputy Assistant Secretary of the Treasury, where he was responsible for overseeing domestic spending and credit policies, including the operations of the Federal Financing Bank and the Office of Government Financing.
Mr. Thompson was responsible for creating the Office of Privatization, which among its activities, provides guidance on the privatization of federal assets and operations. Mr. Thompson was Principal Deputy Assistant Secretary since April 1996. He was appointed Deputy Assistant Secretary in August 1993.
Mr. Thompson is a graduate of Columbia College and Columbia Law School. He also holds an M.P.A. from Princeton University’s Woodrow Wilson School of Public and International Affairs. After graduating law school, Mr. Thompson served as law clerk to U.S. District Court Judge William M. Hoeveler in Miami, Florida.

Caroline Winn is vice president of customer services and the chief customer privacy officer for San Diego Gas & Electric (SDG&E).
In her role as chief customer privacy officer, Winn is spearheading the Privacy by Design (PbD) effort that will incorporate privacy best practices into new customer offering like the Smart Pricing Program as part of the company’s overarching Smart Grid initiative. SDG&E protects customers’ right to privacy by ensuring their personal information is kept confidential. With the advent of smart grid technologies – especially smart meters – the company is collecting more customer information than ever before. That’s why it is more important than ever to collaborate with experts in the privacy area like the Information and Privacy Commissioner of Ontario, Canada to examine how PbD principals can be integrated into the way SDG&E conducts business. Since joining the company in 1986 as an associate engineer, she has held a number of leadership positions with SDG&E and SoCalGas, including various positions within the electric transmission and distribution engineering and operations areas.
Winn has a bachelor’s degree in electrical engineering from California State University Sacramento and is a registered professional engineer in the state of California. Winn also serves on the Board of Directors of the Classroom of the Future Foundation.
